Teacher: Unspent funds not my fault

I am the teacher who filed a complaint against my employer, the Roseville Joint Union High School District, and was publicly blamed for some of the district’s failings in the Press Tribune article from Jan. 11 entitled “Money to support English learners goes unspent.” The article focused on the failure of the district to use Economic Impact Aid (EIA) allocated to support for English learners and other disadvantaged students.

The article says “The district’s report partly blames Herr for the absence of a master plan targeting these students.”

Really? I wrote a master plan for English learners on my own time (unpaid). I posted it and offered it to the district in December 2009.

Plan or no plan, the district is required to allocate at least 85 percent of the EIA funds to the schools. However, RJUHSD only allocated 37 percent of EIA funds in 2010-2011. For three years in a row the district filed reports with the state showing it was meeting this requirement, while in actuality it was withholding substantial amounts of funding.

This was noted in the Press Tribune article: “Other schools show discrepancies in the amount allocated by the state and the amount reported on the school plans. Oakmont High School’s plan showed $7,500, although that number should have been $100,791.”

The school plans showed incorrect amounts because the principals used the amounts given to them by a district administrator.

The funding issues weren’t my fault nor the principals’ fault: It was a district administrator illegally withholding the funds from the schools, plain and simple.
